No Clip for GTA Definitive Edition V1.1
Simple No Clip mod that works on GTA III, VC, and SA Definitive Edition.

see The Definitive Edition – CLEO Redux for more details of how to install CLEO and where to put the file.
How to Use:
Press F4 to enable noclip. A “Cheat activated” message will appear but don’t worry your trophies will not be locked. Press F4 again to disable noclip.
You can also go underwater in GTA VC and GTA III
Controls:
Azerty Edition
Move using ZQSD.
Press A to go down or E to go up.
Press Numpad+ to speed up, Numpad- to slow down. Press R to reset speed.
Qwerty Edition
Move using WASD.
Press Q to go down or E to go up.
Press Numpad+ to speed up, Numpad- to slow down. Press R to reset speed.
Note: if you don’t have a keyboard with a numpad, you can open the script with any text editor and replace the number 107 at the line 11 by 80 and the number 109 at the line 12 by 77. This will replace the numpad+ to the P key, and the numpad- to the M key.
